Ki control requires spiritual enlightenment for progression, Goku is an autistic savant of battle who's mind is totally unclouded and was trained by literal divinity. It ties subtly in with Japanese concepts of perfection and Buddhist teachings about mastery of the self.

Goku lives the essence of "fight", in a pure and unfettered sense. Vegeta is too caught up in himself and his rivalry to ever over come Goku in this kind of narrative.
