Same thing with any previous YGO series.

Sora's arc finally came full circle

TSUKIKAGE defied all expectations and became an actual character worth caring about.

It was certainly slow, but it's undeniable that there has been plenty of development for a lot of characters this arc.

Synchro is a goldmine for character development compared to the Standard arc where it was more plot focused.

It's just the reality that people prefer action and happenings rather than concentrating on characters. It's one of the reasons why a lot of people dislike the recent Digimon Tri episodes since it can easily be described as SoL and CD with bits of plot sprinkled across the plate.

The original leak that gave us the name "Nirvana Paladin" also said that it's a Synchro Pendulum that can turn Pendulums into Tuners so it'd make more sense for Cheermole to be the one turned into a Tuner since its a Pendulum (besides the fact that it's also low-level).

If I had to guess, NirPal is a scale 8 that requires a Tuner + 1 or more non-Tuner monsters and its monster effect says any Pendulum monster can be treated as a Tuner to Synchro Summon it. It probably also has an effect that activates only if one of its Materials is a Synchro monster.
