Britfag here, it's the noise of the clock tower that Big Ben's in and has been forever, the chimes go out on the radio to signify something important, I'd imagine about 90% of the population heard them the other night during the new year countdown.
I'd say about a 3rd of the schools and colleges in the country use it too.
My University also uses it, as do several others.
The Japanese are Westaboos in that regard.
