My guess is that they've secured a contract on producing another two or three year's episodes before news got out that the manga would actually end.
They just played the waiting game to see what comes of the inevitable next generation shit, and are now making filler to give the Burrito manga time to move ahead. Since that's a monthly release, I'm guessing the anime adaptation of that will be even more filler-happy.
Then again I don't know shit about the production and business side of the industry.

Funny thing is that they could have conceivably filled out the time by animating the light novels or something. Shikamaru's practically begs for one.

The worst thing about Naruto's final arc was how underdeveloped and boring Kaguya was, we got no indication of what the hell she wanted or why she wanted it. Giving her a backstory and focus will make the arc better.
Besides, since we're gonna get filler anyway, better they do this than doing more crappy stories about Tsunade dreaming about reading Jiraiya's crappy fanfic.

I think her ending up with Naruto would have been a pretty cheap move. The two of them never had any chemistry or anything they shared besides the team and wanting to redeem Sasuke, him being who he was a constant source of self-loathing for her and fuelled her inferiority complex to no real resolution.
