He helps people not for money or fame, but because it's the right thing to do. He doesn't pick his battles and only help people when he thinks he can win, but tries to help everyone in need no matter how lop sided the battle is.
Superman is the ideal hero AND the strongest hero. That doesn't mean the two always have to go together. It's okay that Mumen Rider upholds the heroic ideal while other stronger heroes do the things he can't. They're both playing an important role.
