Johan from Monster. No villain has left me with so many situations where i questioned my safety and easily erasable existence. His approach to things was both insane and systematically disturbing.

A gary stu is someone who accomplishes the impossible and literally has the story bend to their whims.
I wouldn't say best but at least in his own series, he's shaping up to be a fucking spectacular BBEG.

Crazy fun to watch in his final battle, intimidating, isn't strictly evil (ie: understandable motives for being the villain) without being preachy about it, and when his mech got beaten he just climbed out of the fucking cockpit to thrash the hero's mech with his own fists.
