It's because they're young. In anime, if a character is in Middle School or younger then japan thinks that what they think as sexual attraction is probably a different feeling they're confusing with attraction.

Basically young people really don't know what LOVE is compared to other strong feelings they might have towards someone, and japan feels that that's alright until a certain age.

YuruYuri takes advantage of that and the libido's and sexual fantasies of men and actual lesbians everywhere.

That's why you rarely see highschool girls in yuri romances unless they're actually serious about the feelings, and even then it's sometimes left ambiguous because those feelings are outside of societies expectations.

Compare how Yuru Yuri handles romance to how Love Lab handles it. The girls in Love Lab understand that their strong feelings for one another aren't love even though they've never fallen in love themselves, however; the girls in Yuru Yuri are just over each other in the most superficial way possible just for laughs (and boners for some people.)
