Art is how it's presented, animation is the movement of said presentation. You can have god-tier direction but god-awful animation, they aren't the same thing at all.

Honestly, in terms of scope, consistency, and overall quality and presentation, I would say no. That title goes to Space Dandy,
BUT, One Punch Man might be in the top 5. Other competitors being Nichijou, Yozakura Quartet and from what I've see maybe some of the precure shit.

When something is well animated it simply is. You can dislike certain animator styles and how they animate, but you can't say it's bad because "it looks bad" or "that other show had better looking frames"
Art =/= animation.
Art direction and animation are two very different things. Euphonium has better art direction (as do most kyoani shows) but in terms of pure animation it isn't as impressive as One Punch Man.
Here are literally the only three times in Euphonium that the animation was really impressive (and clearly not rotoscoped):
