Archer lived through a very similar timeline to Fate. Maybe he just knew he was supposed to go out there and then.

It's not like he couldn't have done more if he absolutely needed to. Just aim for Ilya.

He wasn't in a nerfed state. He was actually the strongest he ever is in Fate/Stay Night. (Invoking UBW wouldn't actually help him, and would in fact hinder him since he loses all terrain defense [it's a barren wasteland] and drains assloads mana for absolutely no purpose. The automatic rank down on projections makes them worthless against Berserker.)

It's just my personal opinion (read: fanwank), but I think strongest Archer is in one UBW bad ending where Caster capture Shirou to use his projection. It implied that Archer win 5th HGW then Rin mercy kill Shirou from Caster.

Even if he did not, he has independent action that prevents this from degrading his ability at all.

Archer's main thing is that he's good at manipulating the playing field. With only going by the DEEN version (which is all we have), he really didn't do much of that.

Seriously, shoot a fucking arrow at Ilya. Berserker will tank it. That's entirely how Gil fucked with the guy.

UBW Shirou is probably the strongest Shirou at the end of their respective routes, at least the ones we see.

He's got all of Archer's UBW, at least a decent chunk of Gil's treasury, ten years head start on EMIYA in learning how to use and master it, plus all his circuits unlocked much earlier. And at least during the route, he can draw on Rin's mana.
