>The US Army
represented by Master Ultima. Goal is to protect America.
>The government of Japan
represented by former minister of defense Mitsuya. Goal is to control its own superhuman population and be best buddies with America.
>The International Conspiracy
represented by Advisor Satoshi. Goals so far are unknown. Employed the Infernal Queen to assassinate several important people in America, or make use of the Imperial Ad Agency as a foil against the Superhuman Bureau.
>The Fumers
represented by Akita Daishi. Bodyless beings that seek to guide humanity's evolution towards the next step, becoming superhumans.
The Superhuman Bureau is subservient to the Government of Japan.
Looks like the Fumers will probably be ousted soon.
