Pic related is one of the best villians ever made, not just in anime but in every medium.
Squealer is a good choice too.

While I'm on it, I will point out that on relative terms Homura could qualify depending on whether she steps down from the protagonist role after Rebellion. She still is kinda lackluster, however, and does not quite live up to what OP asked for even though she is miles ahead of the rest of the cast in Madoka.

I remember watching it waiting for some episode where they actually do something other than be evil, but no it never happened. I don't even know why they were in LotGH at all, their existence was completely pointless to the plot other than for random plot shenanigans.
