I feel like should One Piece ever come to a close and Luffy and co ever do find it the "One Piece" itself won't even be shown but made out to be this transcending object that we won't even know about or see. Saturnus, the Observer. The Collected Archive of the Fourth Race of Devils, those denied form in the Devil Fruits, the Djinn.

It's located on the moon, catalogs the entire world, and has done so for almost 1000 years, starting with the beginning of the Void Century. Gol D. Roger looked at the massive halls of the Great Machine, and decided to store all his wealth in there. Inside are mountains and mountains of gold, jewels, weapons, armor and other plunder.

The island people think would have the actual treasure, Raftel, is actually a big featureless island with little but carvings on the ground and an assortment of rocks. The reason the great pirates and the marines and all never try to stop anyone going to Raftel, is because they think Raftel's empty and Gol D. Roger was fucking with everyone. Of course, someone with the Poneglyphs all recorded can then deduce what rocks to move where and when and activate a device that lifts those in the center up to the Moon.

Oda said the one thing he knew from the beginning was the ending. The journey to get there is what he expands and adds on to as he writes the story. And if you don't believe Oda himself, his current editor said one of the first things Oda told him when he became his editor was the ending, too. I would say "it's the fucking hat" except it's clearly mobile, passed along as an heirloom, and you know, not on Raftel.

So he probably considered One Piece to be legit treasure or at least "a funny joke lol!" but the hat was what he considered a personal treasure, too. (If not actually more important than One Piece.)
