Shirobako and Madoka were announced around two to three months before they aired but I guess those were flukes, and even then they had at least two months of lead time, plus Madoka and I think Shirobako had been teased for some time before their official announcements.

The blame is probably on the director. CC's pacing was just flat-out bad, episode 2 was an absolute disaster. For almost half the show it had no clear main character, and it did an absolutely horrible job at making us care about A-tec. His adaptations had a clear focus and didn't use a totally unnecessary exposition dump episode.

The romance wasn't invalidated by the last episode, last episode show Mizuki is Nagisa's partner while Iris is still childish (Mizuki doesn't throws tantrums like she does). And they play the resolution 'safe' because they'll resolve it in a bonus cd drama. Mizuki winning is fairly solidified because she's in the second BD cover and topped all popularities polls with Nagisa.
