This is entirely possible since the whole story is obviously just a dream. Nobody could survive the training Saitama went through and everything happening in the OPM universe makes little sense. Everything points that this whole saga is the dream Saitama is having from falling into a coma because of that training. The only way for him to wake up is to be defeated by one of his ennemies and this is why his subconcious is sending stronger and stronger ennemies at him and that leads us to this major monster outburst.

I think Mumen Rider and Garou serve as counterpoints to Saitama's character.

Mumen is, essentially, what Saitama would've ended up being if he didn't burst through his limiter and lost a good chunk of his his determination to be a hero as a result.
Similarly, Saitama is what Garou would've become, albeit through technique instead of brute force, if his goal was to be a hero instead of a monster and had a couple extra years to keep getting stronger.

One of the points is that Saitama isn't just the best hero because of his physical attributes, but because he's heroic in the best and most humble ways and was a hero and self-sacrificing to help people before there was even a hero association.

Mumen Rider is all those great heroic traits, but without all the power. He's the laymen who runs toward the fire, regardless of how scared he is, because he wants to help people.

Pretty much half of the major characters are foils to Saitama in some way. King is the most obvious since he's living an exact reverse of Saitama's life: Saitama wants a challenge, but is so unreasonably powerful that he can't find one, and can't even reap satisfaction from public recognition. King wants to live a quiet life, but a series of staggering coincidences led to him landing in a position of permanent danger, and is driven further into guilt by an undeservedly adoring public.

Genos has a backstory so long and elaborate it serves as a joke, and his appearance is very flashy and stylish. Saitama has no backstory aside from being bored and deciding to become a hero, and has a comically simple appearance.

Boros had exactly the same existential crisis that Saitama had, and thus exactly the same motivation to go find powerful beings to fight. The only significant difference is that he did so in an incredibly blind and destructive way.

The only significant characters in whom I can't find strong parallels to Saitama are Fubuki and Tatsumaki.
