It was more generic when it first aired 10 years ago.
But the trains were just a tacked on feature, even the author hated the anime. They might as well have worked in an onsen or convenience store as the setting had so little effect on anything.
What did the author do the studio? Give them a long list of "requests" for the show? Rail Wars! was so bad and deprived of trains that it's like they were TRYING to spite him.
They were the kinda of studio who takes any job they can get and don't really give a fuck if it's good or not or if they are following the source material. The terrorists and trains were a lot more important than the harem hijinks in the novels and the series was much more action based. For example, Aoi has a silver haired rival who fights like a ninja and throws scissors like their shurikens in the novels.
