I really don't remember them mentioning anything about it. I just remember Tenshinhan appearing out of nowhere during the buu saga to stall Buu a bit, but even then he just gets fucked hard by Buu.

But on another note, Yamcha is the only human in that movie to actually have a fucking fight scene in the movie.

No, Krillin was weaker than Roshi during the first Z arc, but he became stronger than him after training with Kami. I believe Toriyama said something about the fight against Raditz being different if Roshi would had been there.

Tenshinhan is much stronger up until Vegeta shows up. During the Saiyan fight they seem pretty close, and Krillin definitely surpasses him on Namek. It's hard to tell during the Android Saga but Tenshinhan seems to have passed him back. After that Krillin just trains casually and Tenshinhan stays serious so he gets left behind.
