The way I see it that comedy doesn't suffer from archaic structure as long as the content itself isn't recycled too much, but when you move to serious storytelling it's way harder to be entertaining if you don't play around with the structure and conventions of the genre.

Because Japan hated Bunbougami Ga. It didn't sell. So his bosses at the manga studio told him to stop writing comedy and to do generic shounen shit.
Japan has shit taste.
Gintama is always top tier, but I can count on one hand how many of these shows actually exist.

I don't think the new manga from the author is particulary bad but it just can't compete with those sort of little things that Binbougami had.
The problem is, it's just 'ok'. It's and borrows from other series left right and centre.
Even the comparable comedy-to-shounen-action series like Negima managed to have its USP of cashing in on Harry Potter and having a very large cast from the outset.
