Actually it probably is Gohan. At least in terms of potential that is. When his will to fight is fully harnessed he's unstoppable.

Brolly is strong in the sense that Britain has the strongest military force in the world. If you make the claim, you kinda of have to catch up on a few things.

The problem is that both of them love fighting and training just like their fathers but despite that they've still never even come close to surpassing them.
The only exception was Future Trunks but he was literally years ahead of Vegeta.
Not entirely correct. They love fighting. They have little incentive to train. Unless the show gives them villains that they must overcome, they're going to spend the rest of the franchise goofing around, then waiting for their fathers/gohan to handle it.
The strongest Saiyan in canon is Vegito. The strongest unfused Saiyan in canon is Gohan. The strongest Saiyan outside of canon doesn't matter because all of extracanonical Dragon Ball is bullshit.
What's canonical to you? Does it have to be written by Toriyama? Written AND drawn by Toriyama? Written and drawn by Toriyama alone in a vacuum (see: Jaco the Galactic Patrolman)? Did he just have the original concept (see: 2008 JSAT special)? Is it OK for people to take the story from there? What if he didn't have the original concept, but came into it later and re-wrote a bunch of stuff (see: Battle of Gods)?
So everything in the original manga penned by Akira Toriyama is canonical, right? What about the updated ending in the kanzenban? That was penned by Toriyama himself. In the manga. So what about that? How do you reconcile the canonicity of how it ends when panels are swapped around and new bits are added by the author himself in his own work? Does the "canon" remain true to what was originally written only -- and exclusively -- during its original printing/run? Nothing more can be added? Or can more be added, but only up until a certain point of time?
Well Toriyama is allowed to retcon himself if he changes the manga. Vegeta's power level against Recoome was over 30,000, the Cell games were on May 26 and Uub rode on Kintoun. All canon is manga by Toriyama but not all manga by Toriyama has to be canon.
If we're including game spinoffs then the answer is obvious. This guy's stronger then SS4 Goku and was able to withstand an attack relatively unharmed from SS4 Gogeta in his base form, let alone Super Saiyan 3.
Serious question: if I'llbe checking if episode of DBZ is a filler via DBZ wiki, should it be okay to skip it, or creators sometimes placed moments from manga in filler episodes? Shit sometimes gets tedious to watch and distinction between when it's Toriyama and when it's not is clear.
SSJ4 doesn't even come close, has no God Ki, etc.

Vegeto has only been surpassed by SSGSS Goke and SSGSS Vegeta, who could always just refuse to form Vegeto again, who would then be even stronger.
If you discount fusions, then since only Goku and Vegeta have reached that level, and since Goku is always stronger than Vegeta because of plot, Goku.
Sure Gohan had the POTENTIAL to be stronger than either, but that doesn't mean shit because he didn't achieve that potential. So it's kind of meaningless.
It is explicitly stated that Potara fusing is more powerful than dance fusing. The Elder Kai even makes some snide remark about the dance fusion being a bad imitation.
Any two characters fused with Potara would have a huge advantage over the same two characters fused by the technique, and that isn't even taking into consideration the time limit.
