Actually it probably is Gohan. At least in terms of potential that is. When his will to fight is fully harnessed he's unstoppable.

Well Toriyama is allowed to retcon himself if he changes the manga. Vegeta's power level against Recoome was over 30,000, the Cell games were on May 26 and Uub rode on Kintoun. All canon is manga by Toriyama but not all manga by Toriyama has to be canon.

Any two characters fused with Potara would have a huge advantage over the same two characters fused by the technique, and that isn't even taking into consideration the time limit.
