The whole point of Genos' character is to show how strong Saitama is.

Genos demonstrates how strong he is and lands a position in the top tier of the hero association. Then he gives the enemy a good run for their money, but ultimately loses. This shows just how strong the enemy is. Then Saitama shows up and defeats the enemy effortlessly.

Without the other heroes in the story, you couldn't really gauge the strength of the enemies Saitama is defeating since he defeats them all so easily.

Now I know what you mean, but frankly, I'm pretty sure Genos IS the protagonist.
I mean seriously. Saitama doesn't even have a goal. The closest he has to a goal, is to become S Rank 1, but even that isn't his goal, it's just what everybody expects him to accomplish.

Genos on the other hand is actually aiming to become better. He's looking for the android that is responsible for destroying his home. He wants to learn his master's philosophy to become better.
He meets every criteria to be the protagonist except for screentime, and that too he only loses because there are some other charactes with their own arcs to develop.

Saitama is just the pivot holding the story together.

That's not to say that Saitama is without value as a character, but if we want to deconstruct this on the traditional protagonists/supports/antagonists system, then I think it's unfair to claim that Saitama is the protagonist of the series.
He's more like the Starship Enterprise and everyone else is the crew.

It's almost like it had 3 seperate layers of narrative.

Most series have 2 layers of narrative.
-An overall arc that begins and ends the main story.
-And many short volume/season long stories that function as chapters.

I think what we have here, is more like:
-Saitama's story, which is the longest running, drawn out arc.
-Multiple still long stories that overlap to some degree but tell a relatively more compact character story (Genos' story) which get more of a direct focus instead of just disjointed hints (that are mainly in the Extras of the manga, instead of the main narrative).
-And finally the small arcs like the Sea King, Boros, etc that serve to introduce new mid-level arcs by bringing out new characters, etc.

Then again, it's much too early in the story's development to dissect it on that level.
