This meme doesn't work for Cell due to reliance on theoretical things that are currently non-canon. The (Japanese sounding gibberish) Madara is nothing but things and traits he actually had before his death, which is what made it so ridiculous.

Well, Super Perfect Cell is stronger than Golden Frieza and SSGSS Goku/Vegeta, Beerus and Whis in that DBZ Mobage. Granted, there are multiple versions of each character, but as of right now, 2 different Super Perfect Cells and Broly are the sole members of the highest tier.
