He can deal with Tiger threats. We never saw him with his shirt off but it is easy to assume he has well hidden muscles. His physical performance is actually quite good for someone with no superpowers, and is actually on par with Tanktop Tiger.
However he stays in C because he knows he is best served helping people on the ground, big or small.
He is literally an average human who uses a bike as a mode of transportation. He is as useless as any other screaming civilian but has a little bit of protection with his gear.

The Sea King destroyed the walls of a bomb proof shelter, and License-less rider was able to stand up and tackle him even after taking his blows. This is much, much more resistance than a normal human could possibly have, IRL, no one would be able to defeat him in hand to hand combat and he would have no trouble stopping a common thief.

Tiger = threaten human lives. An army of people who can destroy buildings in one punch is not a wolf threat. They were defeated by Sonic because he is S level.

Most B class would have lost too, and I am not even mentioning the fact that he was alone against like 30 guys

Saitama gets recognized by everyone who matters, including most of the S-class heroes. Public recognition is not something Saitama cares about and he's willing to sink his chances of being a famous hero so that he can protect the reputation of other heroes.
Even if he doesn't have superpowers I imagine he does pretty well against wolf/tiger threats by just being strong/smart enough to beat them.
Besides that, he's very popular because of his kind attitude as well as the fact that he's probably one of the most active heroes in the organisation, he'd likely take on any incident he comes across, doesn't matter whether its a dragon class monster or some cat stuck in a tree.

The reason people love License-less Rider is that he KNOWS he is outclassed by some of the monsters he fights, but he still fights them, for the sake of protecting the citizens.
Hammerhead would, had he been a monster, classed as Demon threat level most likely, as he and his minions had enough power to threaten the function of a city. He was simply a human criminal though, so the heroes association either didn't classify him because he's not a monster, did and it wasn't shown on-screen or in the manga, or hadn't yet given him a classification. It's implied heroes deal with human threats, such as evil organizations and terrorists, as well, but unknown if the heroes association actually classifies them the same way as they do monsters.
There's nothing asinine about people who have accomplished great deeds being completely thrown under the bus by society and going without any recognition, or even being villified to make other people look better. It's even less asinine because it's a conscious choice Saitama is making, he chooses to be thought of as a fraud for righteous reasons. It's not like Saitama is doing everything in his power to be recognized as a famous hero, he's not sitting by the corpses of all the monsters he's killed, he just kills them and walks away. If he really wanted to be famous like someone like Red Nose, then yes, he could absolutely prove that he's the strongest motherfucker around with casual ease and go straight to S-rank, but that's not important to him.

I doubt Sonic could have beaten Sea king even with his weapons, especially with the rain/healing factor thing. Though I do think he could probably beat Pri-Pri-Prisoner, simply on account of him being faster, would probably take a while, but I can imagine he'd be able to take him down with a string of his attacks, as long as he didn't take the full brunt of an Angel Rush hit, which he could probably avoid.
Red Muffler (C Rank 141) is more than a hundred times stronger than an average sedentary civilian, since he has a physical fitness level of 100.
And considering the databook, LLR has an endurance and physical strength equal to Darkness Blade, a B rank hero who is almost as physically strong as a bear.
Any hero can at least be considered a superhuman when compared to a normal person, and LLR is strong enough to be a B Rank, but unfortunately, we only saw him fighting a whole gank of criminals wearing power suits led by a B Rank criminal wearing an even more powerful suit; then a Demon level monster that can defeat S Rank heroes, and finally Garou, who is the second strongest villain to appear in the webcomic yet.
Licenseless Rider should be easily capable of defeating C or B Rank criminals and some weaker monsters by himself, but we never see him doing so because we only get to see the the monsters that even the S class cannot deal with by themselves.

We have no clue how strong Saitama actually is. Feats? He's Ginyu tier. What he's supposed to be? Infinitely strong, that would be his whole shtick.
He trained for 3 years then stopped because everyone was a fly compared to him, if he was in the DBZ universe he wouldn't have stopped. In fact if people remembered this is a joke manga, you'd realize his whole "3 years to get super strong" is a shot at DBZ where they (especially Goku and Vegeta) get amazing power boosts by training for barely a month.
Metal Bat is much stronger than Genos, as he can solo Dragon level threats. The only confirmed S-class who can solo Dragons are Metal Bat, Bang and Tatsumaki (who can fight multiple ones at once). Darkshine might also be one of the strongest S class, from how he performed against the Monster Association.
Genos has the offense to fight Dragons, but he has hilariously low durability, lower than Pri Pri and Tanktop Master. Once his arms are ripped off he's got nothing except to self destruct.
Everyone loved LLR because even though he knows that there are monsters who can outclass him and that he's not even that strong, he still chooses to put his life on the line to try to protect people even after all the other C class heroes run away.

Technically, the "manga" is a webcomic as well because it's released for free online. The only difference is that one gets a physical release. And I'm pretty sure that already happened to plenty of webcomics.
What I'm saying is that making his enemies piss their pants is a consequence of how powerful his willpower not his actual power, cus'z he got none, but some ppl say king shouldn't be an S-rank hero, which is wrong, loosing king would be devastating to the hero association.
Puri Puri Prisoner, Genos and Tank Top Master are literally the only jobbers in S-Class. Every other S-Class hero has displayed incredible combat skill and ability. Darkshine is the peak of muscle hero type able to take practically any attack with his muscle armor, Atomic Samurai can slice apart monsters into tiny bits in a blink, Metal Bat is the Hulk, Fang can beat practically any enemy he fights if it's in direct combat, Flash can move fast enough to attack within milliseconds, and Tatsumaki is the most powerful hero we ever see after Saitama, so far. And thats not even going into King.
'Serious series' is something Saitama says when he's holding back, it's not a real thing.
The only time anyone doesn't die in one punch is because Saitama doesn't want to kill them. He felt sympathy for Boros, and of course he didn't want to kill Garou because he's not even a monster.
