It flip flops between moods, styles, genres and ways of telling its story. It's actiony, but not as much as other shonen battle manga. It's dramatic and well written, but some parts are a lot easier to digest than others. It's really a bit of a clusterfuck that's hard to detail, in detail, without spelling everything about it out.

If you want to watch it an really find out what it's all about, be patient with it. Everything up to the Yorknew arc is not representative of the work as a whole, but if you like Yorknew then you'll likely like the rest of the show too.

Watch 2011 or 99, they both have their merits. For a first time watching I'd recommend 2011 just so you can go back to 99 and appreciate the difference, because going from 99 to 2011 isn't as smooth a transition.

Some people seem to have missunderstand the purpose of this version.
This is mostly targeted to the people who hate noise reduction and prefer the film grain in their lifes.
S-A does seem to be sharper, especially in yorkshin where the quality of the dvds is good, cause of the way they treated it, where afrer noise reduction you sharpen the hell out of it.
With grained material you cant sharpen cause it will look like a mess.

Instead i went with contrast(mostly) and colour correction. Some scenes may be darker than they should be. That is the drawback. In the end whether you like it or not its up to your prefference.

I know the original adaptation was 1999, but how "90's" does it feel? I'm talking about colors, animation, stylistically, tropes, etc.

Good job, looks pretty great, looking forward to the rest, I think you said some other group did Yorkshin well, but after looking at it they left in a bunch of artifacts so I don't really like their encode.

Couple nitpicks:
1. Should have encoded it anamorphic, you have to make sure to adjust the subtitle script resolution so it doesn't get stretched, but by resizing it to 640x480 you just lose detail. Ideally just crop and encode it with --sar 8:9 or 10:11 (have to check round objects to tell which one is correct).
2. I think the red in the opening might be fixable, you have to try some things to see what works, but I've had a similar video issue and resolved it with this (dirty but works):
ConvertToYuy2()
Reinterpolate411()
ConvertToYV12()
If I remember correctly. I don't remember if mine had vertical or horizontal red lines though. Otherwise you can apply a mask that will only filter red areas and do some heavy filtering to keep it from leaking, but that is a bit more complicated.
3. Haven't really checked your encoding settings, but why encode at level 3.2? Can you post a couple comparisons between your Avisynth output (through Avspmod) and the final encode at the same resolution? Use the site screenshotcomparison.com to make it easier to compare.

Make sure to archive your scripts if you haven't deleted them yet, I don't think anyone else will bother doing all that color correction work and I don't know when/if blu-rays will come out for this, so maybe you can fix that stuff in a few years when h.265 is good or have someone else do it.

IIRC I said to use anti-aliasing, I don't remember exactly but I guess that's the best option considering the aliasing that occurs often, and I'm not noticing any leftover dot crawl so I guess it's fine, but maybe it makes it look a bit blurrier in those comparisons with S-A (of course they most likely sharpened it a bunch too).
