Ilya is pretty well developed from Fate and HF. She was a bit of a non-entity in UBW but had that decent scene with Berserker after she gets Gate of Babylowned.

Sakura is a non-entity in Fate and UBW and then really only serves as a plot-devise to enable the third aspect of Shirou's development.

Sakura is a bootleg Grail. She wasn't constructed to be optimized for anything.

Ilya (and all homunculi) are crafted with a specific goal in mind. Where a human is simply born, a homunculus is created to do X. Ilya is created to be a Master in the 5th Holy Grail war, and also to be the Lesser Grail, so she's optimized to do that.

To put it another way: Ilya is deliberately minmaxed so she's great at the one thing other people want her to do, but because of that, she gets the short end of the stick elsewhere.

Sakura is a bootleg version of Ilya, but she's not specially optimized to that role, so she has something left over to save.
