It looks like Juumonji and Mayumi were just searching for Gu Jie's whereabouts while Tatsuya was out with another cousin and later Kurobas. Masaki was stuck at 1st high and meeting up with Tatsuya later. Miyuki, Minami and Izumi get attacked by antinite users around 1st high. I'm sure it will turn into Miyuki + Masaki fighting them. She got excited that it started snowing. The way the author describes it, it is more like just placing her hand over his to hold the umbrella, nothing like holding hands. So I don't think it was meant as an active efforts to get him. Tatsuya just remembers the conversation with Mari and also that Mayumi is acting anxious, nervous around him. So he then thinks perhaps it is true that she may have feelings for him, not that he is a love expert, but he has come to notice her mannerisms over the course of knowing each other. He then wonders about his own feelings but puts that out of his mind because it would interfere with the mission. Neither Mayumi or Masaki really actively do anything to pursue them. The one active is Honoka, she uses Masaki's presence as a means to strategically distract Miyuki and see Tatsuya alone.
