Nah. My interpretation of it is that the earrings allow one to fuse with anyone else regardless of height, strength, species, etc. but it would combine the levels of each into one. So if Goku fused with a human, he'd just be slightly stronger than normal. Or negligible.

The fusion dance forces you to be somewhat near the others strength. It's why Goten and trucks could fuse and same for Goku and Vegeta in the movie/GT.

Fusion dance would make them stronger since you have to be of similar strength while the earrings would allow you to fuse with anyone no matter what but its permanent.

I'm going of scenarios from the old Budokai game. 2 I think. The missions were paired and I believe both ended with them concluding Potera resulted in a more powerful fusion, but it wasn't worth it due to its permanence, particularly because both are married.
