All Japanese hentai anime sold in Japan is censored and always has been. The stuff in the 90s and 2000s would have had big fucking mosaics.

If you've seen hentai anime from the 90s or 200s that are uncensored, you're watching something that was licensed outside of Japan. It was released outside of Japan so the censorship was removed for the American market.
