I've only seen bits and pieces of the OVA, it looks better-animated and directed at the very least. David Pro's adaptation is faithful, but it isn't visually interesting or creative.
Dio's World was done better in OVA. The tension created from silent moments and the lack of soundtrack in certain scenes had me on the edge. Especially taxi scene, beginning of Jojo vs Dio, Jotaro faking death and za warudo effects.

The following is my second post now: Iggy's death on OVA had me crying. Anime was more meh. He died heroic but how Vanilla Ice did him oh god, it captured Araki's hate of dogs. Fuck Cool Ice.

The problem with the anime is that it doesn't realize what works in manga doesn't necessarily work in anime. When people talk during a fight in the manga, you can read a speech bubble in a second, but it takes 30 to say it out loud. In manga you need to describe everything that's happening, but in anime you have sound and movement. Why even add the sound effects to the anime? Most anime are manga adaptations and they don't have sound effects. But the manga has wacky sound effects so they just put that it in instead of thinking of what the anime equivalent would be.

Which one is "better" really depends on your priorities.
The OVAs may be better animated on a technical level, but I think they fucked up tremendously by not animating the story in order and then going for a different and far uglier style for the pre-Egypt episodes.
I just value animation and don't like watching slideshows. Neither the OVA nor the anime were good adaptations, but at least one of them didn't fuck up the most important battle in Part 3.
David Pro did an overall better job adapting the manga as a whole, the OVA did better specific things.
That's all to this argument, just pick which one you enjoyed watching more and shut the fuck up, all that matters is if you finished reading the manga.
I tried watching Turn A when I was 15 and hated it, 13 years later and I can't gen enough of it.
It's no surprise that teenagers have shit taste, they're usually too young to appreciate the finer details and complexity of a production in it's entirety.
It's nice that there's no DiU OVA, so we don't have to have endless arguments over which adaptation's better.
The artstyle was way too different and they removed everything that made Jojo what it is. Here I felt like watching a Hokuto no Ken spin off. The Anime staff was way more dedicated.

Stands are way more interesting for a monster of the week scenario, since there's no way in hell you remember the one-off vampires/zombies in pt1/2. Do you remember Doobie? What about Jack the Ripper? Compare that too Death 13, or Osiris. Stands lead to more fleshed out fights and interesting strategies compared to "I hit you with this string infused with hamon I pulled out of my ass".
What didn't you like about it? I only read it in Italian so I can't really attest to the English translation, but I thought it was really bueno. Everything except the GER copout at the end was pretty great and fit together like pieces of a puzzle, it was definitely better written than SDC.

I don't even know what Gappy's personality is or how to define it, all I know for sure is that he's fucking weird. He doesn't even seem to have a strong personality or attitude in general, it's a mix of things. Even Jotaro has his well defined stotic side that you could look at and say "Yeah, that's Jotaro alright", but with Gappy I don't think he has any strongly defined personality yet, that's why I prefer Giorno and even Jotaro over him.

The supposed weirdness is really overstated by fans.
He's really defined by the way he reacts to situations and other characters around him. I think he's one of the most well rounded characters Araki has created and his relationship with Yasuho gets him a lot of endearing moments.
Not him, but the main cast just felt weak compared to the other parts. Maybe it's because I never figured out the cast was actually the main cast and not just "random mafia goons" before 20 chapters had passed, but I'd still argue they don't stand out as much as other casts from previous(or future) parts.
It still has some great fights and cool stands, hell, my favorite battle is the one against Prosciutto and Pesci, but I can't really say I enjoyed the cast or story quite as much as I enjoyed any other part.
Iggy and Rohan are the only non-SBRverse characters done right in the new artstyle.

And no shit a character is defined by the way they react to situations and how they interact with other characters, my confusion stems from how to interpret his interactions, they're so simplistic and mundane yet every character around him seems to wet themselves over him, not everything about the way he acts is simplistic though, his battle sense is great and he's much more complex in that sense.
I genuinely don't understand Gappy's personality, and I've re-read JoJolion twice now, the only thing I can say for sure is that he's weird, I even prefer Joshuu as a character to Gappy since although he's a fucking cunt, at least he's well defined and charismatic.

Every other JoJo has a strong well defined personality you could look at and describe in detail, while the only real thing I can say about Gappy is "he's weird".
I think it's more to do with NKC having more offensive power and abilities than PP, but then again, Yasuho has fought a Rock Human's stand and won (with Tsurugi's help, mind you) while Joshuu got swindled by a bunch of leaves even with Gappy around.

This was the biggest gripe I had with the series - the OVA did this scene far, far better.
The OVA felt clean and straightforward, whilst the series did this part in a really disjointed way that affected the flow of action for not much difference in the end.

The anime is far closer to the manga than the OVA ever was, therefore by default its better because it's not just original bullshit thrown together by the animators for profits.

The 90's OAV were good but the only ones AS good as the manga were the ones about N'Dour and D'Arby.
I love some parts of the fight against Dio, but it was too different sometimes, and it feels they didn't pay attention at all with the sound/music design, Dio's voice is old and tired, Dio's design is HnK-tier generic.
Also, Iggy's death was dumber than dumb in the OAV. At least his death in the manga/tv anime was logical, but there, he died just for the sake of making him die.
I fucking love Queen, and Another One Bites the Dust is one of my favorite songs.

Mamoru Oshii really knows how to choreograph shooting scenes. Every film he's involved with has fantastic action and mostly has a strong focus on realism, like this one.

I didn't like that foreshadowing. Jotaro isn't supposed to stop doing time stops until he fights DIO. It's finding out DIO's power and DIO telling Jotaro that their Stands are the same that unlocks the power.
Yeah, I liked DP and all, but this guy's got it. I'm not miffed about the road roller thing at all since the image of Jotaro walking out of frozen fire is fucking amazing. Star Platinum chucking that tower at Dio was 10/10 too.

Probably Giorno, he did do much more than Jonathan did in his life. Josuke didn't really do anything similar to Joseph so it's hard to compare the two's achievements but Josuke seems like the kinder character. Jolyne and Jotaro both fucked up in Part 6 in the end so both are fuck-ups.

IMO I feel like he can do it. The issue in SDC is that he gave Joseph too much of a charismatic and likable party voice, so going into P4 with this quiet senile old man is a bit tricky. But Ishizuka has been in quiet roles before and I have a feeling he'll be able to pull it off.
