Terraformars has already infiltrated earth and they are calling everyone back to deal with it

China thought they dicked over everyone by sabotaging the reserve ship but Japan managed to overcome the loophole by convincing private companies to fund a spaceship to Mars with Akari's senpai and Not!Sazh. Seats are limited which is why Hornet, Crab and Octopus are left behind

There's a third unknown ship heading to Mars and the Chinese battleship seems to be still operational. There are hints that Joseph's base is based on some sort of Amoeba that can devour and integrate DNA which is why he can go Pikachu on Joseph, so of course cutting him into pieces wasn't going to work.
