Maybe if you actually watched anime rather than just looking at the promo art on season charts then you'd have a better idea what's going on. Just looking at this season, the only full-length CGDCT shows are Yuru Yuri and GochiUsa, but as far as originals go you have Comet Lucifer, Concrete Revolutio, K, Gundam IBO, Peeping Life, Valkyrie Drive and like three otome/fujoshi shows. Then there's Lupin and Osomatsu, which are practically originals. But even if you had 50 CGDCT shows every season, that doesn't preclude the production of original anime, because anime is not a zero-sum game.

Also anime is completely unrelated to the declining birth rates and "herbivorous male phenomenon" in Japan. Those are by and large caused by economic factors. Every other developed nation is in pretty much the same boat. The inverse correlation between fertility rates and GDP per capita is well known.

There are more good shows coming out per year from the 2000s onwards than there ever have been before that. Sure, there are few shows you could really call masterpieces, but that still doesn't mean much for the average watcher. Also, considering that western films are now something like 95% adaptions, and that western television is mostly just rehashed sitcoms, crime dramas, and reality shows, it's kind of silly to point fingers at anime and its "cute girls doing cute things". I love how different their tastes are compared to the rest of the world. An obscure RPG can sell millions in Japan and keep the series alive, whereas games that do well internationally (999, Zero Escape) almost lose out on getting a sequel. Anime has always been full of self-insert pandering, with a few SoL gems every year. The only thing that changed is that designs have gotten better and more appealling, especially thanks to digital coloring. Whether you want to use that appeal to move your viewers or pander to otaku is another question, and completely irrelavent to whether more appealling in design is good.

As has been pointed out the rise of voluntary celibacy is caused by what it means to work in Japan. They just don't have the time or energy to go around having relationships. They are also smart enough not to have kids they can't support/don't have time for unlike certain racial groups.
