Yeah, it is. It's a nice collection. It has a Matsumoto Taiyou oneshot in it that is pretty cool. I wasn't all too impressed with most of the French creators.
I'm probably going to pick up the Planetes rerelease. I'll give the Tokyopop versions to a friend or something. Dream Fossil was pretty cool. The works span Kon's career so you can see his more amateur works and polished ones too. I'd recommend it. His other stuff is great too. You can really see the Otomo in his artstyle.
