Are homemade gifts fine? I made a small painting on glass for my anon and some other homemade stuff since I cant buy anything in this budget anymore.

I just print out and tape a pic of the anon's wiafu in a santa outfit into an already made Christmas card and write an Well thought out Holiday greeting. I figure that's better than drawing something like looks like something that could be "The Blob's" cousin.
Some anons actually appreciate badly drawn cards more. Knowing that your santa did his best but still came up with something that looks like a 5 year old's masterpiece... cards like that has a certain charm to it.

How does the "exchange" work?
Do I just send him presents without him knowing anything (because it's supposed to be a surprise) or should I mail him beforehand?
Also, when is the best time to send gifts? Just before the christmas?

1. If you've signed up then santaloli (the person in charge) or one of his minions will have sent you the address and wishlist of the person you are assigned to. You pick something from their wishlist (or multiple things if you're feeling generous) and either:
a. send them directly to them
b. send them to your self to wrap and then send to them.
People who are running low on funds will usually do a. While people who can afford to splurge do b.
You are NOT paired with the same person who you are sending presents to. Each person sends presents to a different person other than their /ss/.
2. It's supposed to be a surprise what you are sending them. If for some reason you HAVE to contact your /ss/ then send an e-mail to santaloli and he'll try to get in touch with them.
3. Send them as soon as you can. The closer you are to Christmas the more hectic and backed-up snail-mail will be and the more likely they won't get them until after Christmas.

It does the opposite, because now participants are spending excessive amounts on items that are worth much less and subsequently, screwing up /ss/ price brackets altogether.

I am participating for the first time and my santa wanted a figure. My question is, do I include shipping price (from Japan to me, not from me to my Santa) for the price bracket or just the price of the figure itself?
I am at the lower brackets so this makes quite a difference because shipping alone is easily 20 Euro if not more.

I have a bunch of stuff I need to print out for cards, but don't have a color printer so I'll probably have to go to Kinko's or something to print them all out, it was bad enough with one card last year but I have ten I signed up for this time around, it's not quick either since I need to make sure they get sizes right for different sized files, it's a lot to endure

Looking at it now, it varies quite a bit. Certain holographic signed cards are around $60, while others are, like you said, $20. I doubt I have any particularly rare but I need to get rid of them eventually.
Surprisingly, I've never had anyone specify what type of item they want for any year of /ss/. Just the characters or series they like.

Seriously, cooking and baking is not hard. All you have to do is follow instructions. There's tons of idiot proof "throw this shit in a bowl, dump it in a pan and slap it in the oven til it's done" recipes.
Do you live in the US and want to add stuff? If you go to a grocery store they usually have some single-serve hot cocoa packets. Target also has a lot of small stocking stuffer food gifts, like cocoa sticks and chocolate.

I put down a few characters I like but I know specifically that none have figures except for one of them, who has a single good figure out this year and definitely in-stock almost everywhere currently. I sincerely hope my santa gets me that one. It's within the price bracket as long as he's not buying it from JList. Why not just buy it myself? I'm a terrible shopper. I research up a lot of stores and end up playing some sort of stupid waiting game of seeing whether or not it'd fall further in price before I commit. It's stressful (which I bring onto myself because I am AHO) and a lot of times, the item sells out before I make up my mind.
I think those kind of card anons are the outliers. Most people just send cards. If you really want to make card anons happy, one of the easiest way would be to sneak in some money.

I'm not a fan of people who do this sort of roundabout garbage. It's the worst when someone gives you a list but expects something specific and are hoping you'll do the gymnastics to arrive at it.
It's not gymnastics; I listed the character/series I like as the first thing and I know it'll be easy to find. Same tactic has worked in past years in getting things I want (sometimes doubles from two different santas arriving at the same conclusion). It literally is "oh here's an in-stock, new figure of character X and it's the only one in the price bracket and the only decent item out this year".
Strangely getting the manga is very, very unlikely. There is a manga adaptation but it's nothing to write home about, and the shipping cost of books would kill it.
If you're asking for 1 specific item, then yes it would be boring and without surprise.
But there's no harm in listing several specific items in addition to series/characters you like. It's not like you will get them all so you will still be surprised.
