This is a common misconception about Japan. They do have some very fancy gadgets but their civil engineering is in many ways decades behind ours. A wire can only handle a limited flow rate of energy (current) without heating up to the point of starting a fire. There are devices in your electrical panel which shut off the circuit if too much current is flowing. The bonding and grounding ensures that if there is an electrical short, a burst of energy will flow directly to ground and this will cause protective equipment to shut down the circuit.

You can do all of pre-Maxwellian electromagnetism with just real quantities. Complex numbers come in when Maxwell modified the equations and made EM waves pop out of them. In that case vect calc and quarternions are pretty much equivalent (i.e. one doesn't tell about EM more than the other), using differential forms, on the other hand, can not only completely reproduce EM but also tell you how Maxwell's equations determine the spacetime geometry (i.e. the Lorentz transform). Also from Stokes' theorem and the various EM laws vect calc would be the natrual framework to write down the equations, so I don't know what was going on in Maxwell's head when he formulated them if he did.

Concepts of linear algebra are important in QM, but vect calc isn't necessary, since linear algebra can be taught without reference to any calculus and "directions".
QM doesn't really deal directly with Maxwell's equations; taking into account interactions of particles with a classical background EM field can be done by symmetry localization (or minimal coupling, for the physicists). However, taking into account interactions with a quantum EM field you'll need relativity and QED (which is part of QFT, a whole other ballpark).
Quarternions aren't needed in QM unless you want to look at electrons without using group/representation theory. You lose some complications but also lose generality.
I'm not very familiar with the history of mathematics, but it's possible that someone has derived some form of the Green identities before he did (these kinds of things happen all the time).
