A shame that Mikami has been getting much more economical with his drawings recently. I get that his style develops as he finds shortcuts for being more efficient when drawing, but recent Yuyushiki chapters (and by recent I mean volume 6 and specially volume 7) have started to feel kind lazy on the drawings.

Wow, that seems pretty backwards/unsafe. I mean, earth-grounded outlets were standardized for the USA in the National Electric Code way back in the 1970s. I guess the NFPA is more forward-thinking than I gave them credit for.

Now, grounding doesn't really matter for handling/operating devices that are double insulated but if you're talking about something with a metal chassis like a computer tower (NEMA 15-P "ATX" AC-In Socket) or an audio receiver, it can become a problem because you are by no means certain that the chassis is at ground potential, hence you can easily be shocked by it if for some reason it develops a charge, which can also be a fire hazard. An ungrounded power source can also introduce noise into analog video and analog audio systems that rely on chassis ground to be at a stable potential.
Apparently, if a device or appliance has to be grounded in Japan, it needs a specialized installation by an electrician and is basically an afterthought in terms of household wiring. This apparently also frequently ends up with the device using a water pipe for a ground connection rather than a dedicated copper earth grounding rod (seriously, guys?).
Glad I have my overprotective NEC keeping my devices safe in all modern constructions.

This is a common misconception about Japan. They do have some very fancy gadgets but their civil engineering is in many ways decades behind ours. As an example, central air and even basic insulation is uncommon in your typical Japanese house. They design their houses to have open airflow to cool them in the summer instead, but the result of that is the house is very cold in the winter (which is why the kotatsu is a thing).
Looking at it like this, it's not really surprising why the Japanese fear getting a cold so much. It's harder for them to stay warm in their drafty, uninsulated houses.

A wire can only handle a limited flow rate of energy (current) without heating up to the point of starting a fire. There are devices in your electrical panel which shut off the circuit if too much current is flowing. The bonding and grounding ensures that if there is an electrical short, a burst of energy will flow directly to ground and this will cause protective equipment to shut down the circuit.
If the outer case of an appliance becomes energized (say by contact with a loose wire) the scenario mentioned above will occur and shut down the circuit before anyone has a chance to be shocked by touching the appliance.
Oh, sure. If you buy an imported appliance it's going to give exactly zero fucks about what sort of outlet you have in your house. Domestic-made appliances will probably follow the domestic norm though.
