She is the Stella's alternate universe counterpart, who has fallen in love with Ikki's own AU self, who too is blissfully unaware of her crush.
Hijinks ensue as the two strike up a deal to give each other their darkest, most private secrets in order to equip the other with the weapons they need to conquer the heart of their other selves. While the two chase their respective loved ones, DRAMA ensues as they begin to fall in love with each other instead and question the NATURE of LOVE.

This. Why the hell is that show so dull. The action animation is even pretty solid but I just can't bring myself to give a single shit about anything happening onscreen. The girls don't even come across as cute, despite their designs being nice.
Edgy girls are cute, especially when that edginess comes from an actual character flaw and isn't just an attempt to make the character seem cool. Ouka being angry all the time at everyone and incredibly prejudice is presented as a problem with her as a person, and seeing someone who's irrationally angry and hateful because they can't let go of something grow as a character and learn to let it go is actually really endearing. Plus short tempers are really cute, it makes the character seem passionate and engaged. Rage is just like blushing, but louder.
Yeah, I really don't blame Ouka for being as edgy as she was, and she got better, specially since she even learns to put her friends before her revenge and wants to protect them above everything.
I can't see Stella vs. Ikki actually being the final conflict of Rakudai without outside influence (maybe a lighthearted falling action, but never the focus the final volume).
The author can still write it as anything, for now.

That aside, she's just not a great character. She feels like the bland, idealized self-insert character in some really, really shameless shoujo romance manga. There's not a whole lot to her character beyond thinking about lewd things with Ikki, blushing about lewd things with Ikki, instigating lewd things with Ikki, and generally just being romantically involved with Ikki.
In fact, most of Rakudai's character interaction just seems to be a vessel to show Blacksteel Samurai the Perfect and Burn-Princess the Moe having their perfect and lewd teenage romance. They're both too flawless and neither are particularly interesting characters, so the fact that she, especially is defined almost entirely by her involvement in that relationship really makes her less interesting.

Pretty much. Stella is pretty much a horn dog when compared to the other two girls. Ouka is definitely a lot faster at romance than Julis though. Julis is literally a turtle at romance and is probably as dense as the mc.
Julis was also a complete loner before MC came along. In a way, she's the only one that behaves in a way befitting a princess whose presence in the school is largely a diplomatic formality. She's also got a unilaterally positive goal that she's fixated on at the expense of interpersonal relationships.
In a way, the excessive reasonable-ness of her and most other characters is part of what makes Asterisk so dull. She's too safe and generates virtually no interesting conflict.
The thing is that I want to see Stella do more than just be in a relationship, she says she joined the school to become a strong knight on her own, but we never really get to see her do stuff for that goal, you get what I mean? It's wonderful that she is actually in a relationship but that alone won't make her a good character. I mean does she have a life beyond Ikki and being in a relationship with him?
In comparison, Ouka feels a bit more rounded, her character flaw is not something simple, that causes her problems and she won't get over it really easily even after the MC broke down her walls and made her accept him. Even if Ouka is willing to do things the way the MC wants and is willing to become a part of the team she still hates witches and still wants revenge.
These things are actually what makes her interaction with Mari so great, first of all it shows that Ouka still has her problems, and when she accepts Mari it shows that she is working on getting over her prejudices. Plus her deciding to investigate Mari's case to find the evidence that she was innocent shows some of Ouka's good qualities: her desire to give everybody, even the witches she hates, a fair trial and gives you the impression that she is more than just a loose cannon. The best of all is that Ouka did most of this without the MC having to tell her to accept Mari, Ouka did it on her own and I like how Mari and Ouka just end up becoming fighting friends on their own and have a relationship independent of the MC (even if they tend to drag him into their fights).
All of this really helps make Ouka feel like a more rounded person compared to Stella, and hence why I like her more.

That's true, but at the same time she's still a rather likable girl. She has her own moments of being a hot head and at the same time is actually shown to be intelligent, unlike say Claire in Blade Dance who we keep hearing is smart but keeps doing the dumbest of things. Overall, Julis is a great wingman and friend. The issue is that she's a wingman and friend in a harem.
The bit about investigating Mari was actually a huge redemption to her character. It showed that Ouka isn't JUST a rabid revengeslave. She has integrity as an inquisitor and some level of fidelity in what that job entails.
It makes her interesting because her pure, burning hatred is at odds with that sense of integrity. It puts previous actions of her character in perspective. Suddenly all those people she killed weren't just "they deserved it so I murdered them" but an actual breakdown of her emotions and her integrity. She didn't just boil over with anger, she actually lost control and did something contrary to the values of her character, and she struggles with her remorse for that.
That makes her an interesting character because it shows that her hatred isn't just a character flaw in the sense that it's inconvenient for the institution, but that it's actually a problem for her as a person. That it is actually a source of genuine internal conflict, and that she has personal reasons for seeking to resolve that conflict.
It kinda makes you want to cheer for her.
Haven't read the LNs (unlike with Anti-magic), so I cna only judge Stella on the merits of her anime, but I will believe you when you say she eventually gets an arc that further develops her.
Julis isn't a wingman. She's actively in the running, even if she still doesn't realize it. She blushes around the MC, gets jealous and stammers when other girls get close to him and competes with the other haremites for his attention.
When they`re alone together, they come across as having a great friendship rapport, the kind most couples would only dream of having, which is great. But, outside of that, she`s just another member of the harem. And, knowing the fact that the harem will remain static and unresolved for the entire excrutiatingly long runtime of this series makes it a whole lot less interesting. Harems aren`t interesting when the characters are reasonable.
Maybe wingman is the wrong word, I was using it more in the sense that she would always have your back and support you through dangerous situations, not so much picking people up. Unlike the other girls, Julis really has that going for her, being able to act as the MC's shield and equal on the battlefield.
If anything, the fact Asterisk is a harem is quite the shame, because Julis' and Ayato's battle combination is great and they get along almost too well. I think that with a relationship like there's, conflict has to come from the outside rather than misunderstandings. Hell, when the mc goes on a date with another girl, instead of stalking them, she kind of just holes herself up for the whole day training. She's jealous, but not so much in that crazy haremette way.
Julis is actually the best candidate by far when it comes to being an actual wife/partner for life:

>fights for a pure cause

In terms of how easy they are to bully, Stella is the easiest, then Julis, and lastly Ouka. Ouka just doesn't have that soft side or princess pride that would make her easy to tease like Julis and Stella have. Really her only problem is ghosts when it comes to bullying. Julis is also a bit harder to bully, but that's mostly because she has a good head on her shoulder. Best way is to bully her via pride. Stella is pretty dumb so she is very easily bullied.
