Maybe the fact that he doesn't know he's a monster helps? Vaccine Man may have succeeded if Saitama hadn't come around to fight, but we can't know what would have happened since he got one-punched after his first killing spree. We have yet to see a God level disaster; who better to fill that role than the strongest character in the series?

The secret isn't training hard, I think. For me, it's just pushing yourself beyond your limits.
Saitama's training regime wasn't anything special, but that was him giving his all and more.
He kept hitting his own ceiling until he eventually broke it.

Any other character who wants to become as strong as he is should push themselves to their limits until they just don't have any.
Of course, what worked for Saitama won't necessarily work for others. For example, Genos is a cyborg, so Saitama's training would add nothing to him. Thus, until Genos notices what his own strength actually lies in and works on it past his limits, he won't reach Saitama's level.
Same for Fubuki and Tatsumaki. They're espers, so what makes them strong and whatever their limits are differ from Saitama's. They'll have to find whatever makes them strong and push themselves beyond their own limits to become as Saitama.

One funny ending would be Saitama eventually receiving the nickname One Punch Man. However, at some point other heroes and monsters start breaking their own limits. Saitama is happy at first because he gets to feel the thrill of battle again, but soon after he feels empty, because he's no longer special and he comes to realise he didn't appreciate his time as the most powerful when he had it. Thus, the series end with Saitama feeling empty again, no longer being One Punch Man, and the universe ends because it cannot withstand so many beings with limitless strength.
