Anime simply means animation from japan in the west whereas in japan anime simply means animation.
Cartoons and animated works in general are made worldwide and aren't really unique to japan, so i'm not sure what you're asking OP.

Chinese know the tropes of anime very well and their culture/understanding of cultural references are equally quite similiar, which is why they would actually be able to produce good anime - IF they werent so cheap with the animation all the time.

Their artists and manga can attest to their quality, and they also bring along quite a unique style and an own sense of aesthetic.

Modern Japan has a balanced economy and isnt a developmental state, where poor people see the extreme wealth of the elite and try everything to climb on top, even if this means that they have to kill each other for that by mixing melanine into the milk.

Also, Japan wasnt all that creative during their developmental/fast-growth phase either (pic related).

Creativity develops only if you have a certain amount of wealth and prosperity for the majority of the people, so that noone is desperate enough to make cheap ripoffs just to survive and feed themselves.

I'm not denying Japan never copied stuff from others at all, but it also doesn't mean if you're a third world shithole, creativity is at an all time low. Europe is the poster boy for that.

What really keeps China is the blatant censorship its one party imposes on the people with an iron fist. Sure, you can do business, but if you try to publish something that criticizes the current regime, you better prep up your butthole for some flogging. This alone stifles the artistic creativity in the country.

If anything, their SciFi novels were and still are considered top-tier classics today.

Same with Chinese stuff. IIRC, a Chinese SciFi novel even won the Nebula Award recently - and it was even fairly a bit critical of China's past. And it wasnt banned. Unthinkable? Nope.

Political systems have nothing to do with creativity. This is a cold-war era lie to demonize and dehumanize certain nations and people, so that your own people will support a war against them, as they are 'all mindless drones'. But this is a huge fallacy, as creativity in media and popular culture comes from economic and material circumstances.
If most of your population is still dirt poor, tasteful entertainment and creative media are luxury products noone would even tthink about to spend money on.
This changes with the rising wealth, until even the poorest peasant feels economically secured enough to spend his free-time with reading or watching sophisticated and creative media.

WW2 is a different beast altogether and I'm inclined to agree on that. No one really wants to make an anime that further shakes up the people's confidence in Japan as a nation.

And from that evidence you gave, I'm starting to think China is liberalizing itself to the point it's going to become USA: Asian version. This would never happen if Mao or Deng were still China's premiers.
