From the beginning? No, the way she started her journey is perfectly reasonable. She got trapped in a cycle she could not bail out of and at the same time couldn't muster enough force to surpass and win against it. She even avoided contact with Madoka in later timelines for this very reason, that she would come across as creepy to her who had no way to know the big picture.

I fail to see any way for Homura to come across as creepy until then outside of panty thieving fanon.

Her not moving on from somebody who could for all practical purposes be chalked up as dead is arguably creepy, but it is can also be easily chalked up to PTSD that resulted from her coming from the whole ordeal empty-handed.
