Twintails is a hairstyle that has the inclination of youth, that is preadolescence and adolescence. It's a trait that is fitted for girls (typically young) who are childish or have a childish part in their personality. It stands to reason twintails goes perfectly well with tsundere, an archetype that invites childish nature. This is true for flat-chest being highly associated with twintails and tsundere design as well, and for the same reason.

Twintails are usually worn by girls who are still kids, adults don't sport them for obvious reason. Tsundere are girls who are more or less like kids and they are allowed, even expected to behave like a kid, in one way or another Just like how kids eventually grow up, so do tsundere as they advance to dere from characters m development.
Of course, probably the most important reason is because tsundere looks best with twintails. Their cuteness multiples with twintails that compliments their overall image and personality, more so than any other hairstyle.

Ahem. While tsundere are childish in nature, that does not mean they cannot be "strong". I believe it is a must for a tsundere to have aspects that represents being strong and they often are strong or try to be strong. Generally, strong-willed tsundere have a delicate/soft/fragile side to them, and this part doesn't run counter or along side the two opposites of childish and strong, instead it is a budding element that has to be nurtured or forced out in the open (typically the love interest does this). Rin is a good example of a tsundere who is childish, strong, and has a delicate side to her.
