Just practice. Drawing is one of the easier hobbies to pick up, and probably the cheapest starting. Like everything you do, you're only gonna get good if you enjoy it and put work into it.

Now, photography, which is what I'm into, really is the rich boys' club. Takes me a lot of saving to buy lens, cameras, driving to places, keeping track of weather, lighting, etc. I should get a cheaper hobby.

Something you should really consider is learning traditional art and figure drawing before you start doing anything like manga or cartooning.
When I read a how-to manga book by an actual Japanese guy who can actually fucking draw manga, it's from a perspective that expects you to know that stuff already.

I'd say practicing really hard on drawing manga will be somewhat fruitless if you don't get the main components down (on which there are so many sources of information).

Again, I'm not very good. Most people's drawings here are miles better than what I can do. However I'll say one more thing. As with anything you want to be good at, you can't just practice, you have to want to practice.
You have to enjoy the act of getting better at something.
The artists I respect the most, and tend to enjoy the most are always improving and trying new things.

It's mostly exposure to specific techniques and drawing styles. Westerners tend to practice using western methods and teaching aids, which ends up producing distinct characteristics in their style. That said, I've seen plenty of talented western artists adopt very good manga styles since that's what they wanted and they put in the work to get good at that style.

Relatively great western artists I could think of that offers how to draw videos and the like (save for the lot in DeviantArt) such as Mark Crilley, happens to be some of the most gateway artists on the internet who offers decent tutorials.

Aside from him, the style of other professional artists whose books I've read such as Christopher Hart are stuck in the 90's wherein anime/manga was a hit in the west. It seems as if anime/manga is no longer a worthwhile investment in modern day, that western professionals would no longer bother with it. Though, for good reason, seeing how anime and manga affect Japan.
