Genos pretty much takes the same role as the supporting heroes in any shonen fighting series, he gets to slap around some second-rate enemies that you know don't really matter and look sort of cool, then the big bad guy comes along and trounces him, so that the main hero saitama can waltz in a destroy him.

OnePunchMan just takes formula to such a ridiculous extreme by having Saitama obliterate the villains in one half-hearted punch.

It's definitely a theme that he's bored with not having anyone to fight, though. It first appears back in chapter 3 when he tells the Bro that being the strongest is hella boring, and just sticks around for the rest of the story.
All he wants is a good, adrenaline-pumping fight. That's LITERALLY his dream, as in chapter 4.
But he won't ever get one, since he's the strongest and one of the things with being the strongest is that if someone can challenge you you aren't really the strongest are you?

Hopefully God will be a good fight. It'd be nice for something good to happen to Saitama for once.
