No. 13 is a hero who primarily works in rescue. He was scared out of his mind when the villains invaded (he was shivering, it's a very subtle thing, but he really was). And he has no fighting experience either, so he was done in by his own quirk in the end.

He literally held a small speech where he talked about how all quirks can be used for good and meant it. If he truly was evil he could have 'accidentally' killed some students instead.

Shigaraki broke down the door with his disintegration quirk (he was shown in a panel without his hands) Even better: If No 13 were the one who broke down the door, there'd be no debris: His quirk would have sucked it all up.

And the fact No. 13's face hasn't been shown yet is just Horikoshi being a gigantic tease (he even wrote in a teasing way on no 13's character page in the volume 2 omakes)

Consider this theory debunked. No. 13 is a good man with no bad things in his heart.

I kinda feel like Iida has gotten slightly shafted so far in being able to show off despite having what I think would be a fun to watch quirk, and I think he's a really fun/funny character.
