Galan was hit by Meliodas' initial surprise attack when the former had just finished annihilating a part of Camelot and was returning his attention to the people in front of him. So Galan can be hit by surprise. He didn't notice the clones being made, although that didn't really matter much since he can react quickly. Anyway, surprise attacks can hit him and maybe magic usage under a certain level.

Other anon was saying that Magic Cancel will cancel Absolute Cancel, but that doesn't really change the fact that Absolute Cancel was used in the first place since it's not an on-going spell. It's like, say, using it to cancel Diane's ability after she shapes the ground. It won't do anything; the ground has already been transformed. If it needs Diane's magic to sustain the shape, it might crumple, but it won't change the fact that it's already been altered. As opposed to, say, a fire spell being used to burn up an object. The fire would continue as long as it has something to burn, so it's an on-going spell. Merlin probably used Absolute/Magic Cancel on the purgatory fire that was burning Arthur up during his fight against Hendricksen.
