Because she achieves a lot while appearing to do very little. Anzu sits around eating snacks most of the time, but still manages to keikau dori at just the right moments to get the outcome she wants.

She delegates upon capable subordinates (and then doesn't interfere with them), but when there's a crisis, she's there with either direct instructions, needed resources (that scene in episode 7 where she organizes a rescue squad and provides them with a map), o even taking guns, er, matters in her hands.
She's quite the capable boss.
I like that they actually show her being a good leader than just saying it. Combined with what you said, she's also always dead calm for the people around her no matter how much she stresses inside. She always has a face of calm confidence.
I didn't like her at first because of her manipulations of Miho in the first episode, but she really grew on me to be one of my favorite characters.
I'm at a loss for words. Combining "cute girls doing cute things" with "sport involving team fights in WWII-era tanks" is the perfect example of how anything sufficiently insane will come off as brilliant

It's a sports anime revolving around a fictional martial art revolving around tanks (and somehow considered as feminine as flower arranging), complete with extensive safety measures and a very well-funded official organization promoting it all.
Nobody dies. it is something that can potentially happen within the GuP world, but there are safety measures against it so it's not an everyday thing. Certainly none of the characters will ever die, as it doesn't have that tone.
