I've always assumed Anno was a humongous military otaku from all the sexy real-life military hardware sprinkled here and there in the series and movies, and he makes several parallels between the Evangelions produced and maintained by various world powers in the Eva universe and the various battleships in the real-life past (Limitations on the amounts of evas each nation can have, the "Vatican Treaty" comparing to the Washington Treaty, among thers)
