It actually is Touma's fault, but not in the sense Saint Germain is saying. Just like the people he saves directly or indirectly praise him for rushing to save him, isn't it natural that the people he does not help resent him? Of course, it's stupid to expect him to save everyone, but it's Touma's fault for not realizing people can be stupid like that. Sure, he probably could have saved Frenda if he was there. Index is plenty capable of being kind, nurturing and gentle.

She also can be used as a plot device or, depending on circumstance, a trump card.

Unfortunately Index is way too comfortable with Touma and frequently shows off her greedy jealous side.

That isn't the real problem though, because those traits aren't too bad.

Its those traits coupled with her absolute inability to examine her own flaws and empathize with the trouble she causes Touma.

Index's main problem is her selfishness.

Index has grown (partially) as a person. But unless she throws off that selfishness, her character development is seemingly stagnant.
