They certainly do much more commonly than shows that don't sell 10k. Someone actually made a chart of this a while ago showing the likelihood of sequels given the sales I don't seem to have it anymore though. Also did you ever consider PA Works doesn't do sequels because most of their anime don't sell all that well? Hanosaka Iroha got a film afterthe TV show and that is the second best selling work PA ever had before Shirobako.

This. Shirobako has a 2nd circumstance. PA Works traditional shows are romance/drama with little room for more development. For example, in Tari Tari they go to college. Shirobako they are still making anime in the future.

That is not a season 2 hook. A studio can make anime for an undetermined amount of time and that doesnt mean Shirobako is going to run the same way to reflect that.
The whole point of the show was being a "behind the scenes" documentary of sorts. With that done there is nothing left. It got cut down from 4 cours because the producers realized the whole thing was going to crumble down midway through.
