Pretty sure it's because they aren't paid hourly, but by project. The same way you could comission an artist in the states right now for a painting, and they might spend, say, 100 hours doing it and you pay them $250.

Also, the amount of weeb knights in this thread flocking to defend glorious nippon is astounding. I know you guys get all your information from aneemay, but really, you should at least know something about the country you're so in love with.
