People say this all the time but I don't see it, she wasn't really hyped that much as being the strongest as far as I remember, it's pretty clear that she's outclassed by a lot of people as long as Shirou is her master. Even still she comes out ahead of other Servants in the situations you mentioned, she wasn't instantly killed by Kuzuki's assault and managed to completely turn the tables forcing them to retreat, and she resisted a command spell for like a day.
