Because she's a normal ship who starts of rather clumsy but improves and learns by trying again and again.
She's by far not the strongest but she makes up for it by showing wits and composure when it counts. She's compassionate and levelheaded. At the same time she has her quirks and weird sides, yet they're not overdone in any way.
She's one of the most balanced MCs I've seen, she's easy to identify with, likeable, cute, attractive.

The anime and the game should be considered separately. In the anime, she's the only one in her division capable of formulating sound strategy (sound, not perfect - she sent Zuikaku and Shokaku out alone, but quickly realized her mistake) and managing the members personalities so they work together effectively. That makes her plenty competent.
