That depends if you want to know about the world behind the judgments. I personally don't care and could easily watch 12 or 13 episodes of pure judgment. Call me simple-minded, but judgement episodes are more relatable because of the human factor, while non-judgement episodes are basically fantasy stuff.

No, they're setting up a new system where humans can become arbiters. Nona is trying to show that they can do a better job than mannequins.
She's gotten used to giving judgments, has remembered her humanity, and now can receive memories too. Next episode she'll prove useful in solving this difficult case, which will provide evidence for the usefulness of human arbitration. The show will end with her taking Decim's place and establishing a system where one of the judgments is having to become an arbiter, but she'll feel like she's lost part of her humanity in doing so. Fangirl will be the first to join this system and won't feel like she's lost anything.
