It's not that they're drawn to be white, it's that they're drawn to have big eyes because that makes their faces more expressive (this is a common thing in western animation as well,) and they have crazy hair colors because everyone having the same hair color is boring and it's a way to make them stand out among background characters.

Most of the time that isn't the case, main characters in anime have no recognizable facial features because it looks cuter and it's easier to animate. When they want a character to look like a particular race they give them some exaggerated features that generally look silly, which is why it's mostly used for minor characters.

For white people, they usually draw them whit a square jaw and a big nose.

I think Death Parade is a good example. I think based of the hair and eyes Nona is obviously white and Kuro is asian. Almost all the other charachters besides the otaku kid and the old man look white to me too

It's actually just lazy character design to save money. Far easier to give people unique hairstyles than expressive body types.

Because Japanese artists have always depicted their skin color as a basic, pale tone - a tannish white is the best, most universally accepted color of skin. They don't really even look white - white cartoon characters aren't typically that shade and 'white' skin is actually usually comparable to asian skin tones.

We get a lot more people who are really light skinned these days, and they're just particularly pale.
